According to Jacques Lemoine's detailed book on Yao Paintings, the Yao divide the supernatural agencies into four departments -- the Sky and the Underground and This World and The Waters. The liaison officer of the Governor of This World rides "a white horse which flies in the clouds", carrying reports between the sacred tribune of the Yao priest and the Governor's office. The liaison officer has a sword in each hand. The liaison officer of the Governor of the Waters rides a dragon; the priest's message is clearly seen in his right hand. $100.
